Turnover once per hour makes pond effectively twice as big?

So by that would you say that turning over only 1 fourth the pond every hour would be like effectively living in an area half the size of the pond? If that's true and my pond-to-be is 15000 gallons and Koi would be happy in a pond that is 7500 gallons; couldnt I turn the water over 1 every 4 hours? use a 3750 gph pump? instead of a recommended (1 every 2 hours) 7500gph pump?
I'm just trying not to spend the equivalent of a small car on my pond.
