You are right it depends on where you are. Also may depend on how deep the pond is. I called to see if I needed a permit and was told that for the koi pond itself no permit was needed but if it were going to use plumbing and electricity ( it will) the I need a permit for that but not the pond itself. I believe you need a permit if people will be swimming in it i.e. Natural Swimming pond or swimming pool.
I didn't tell her the pond was going to be 6 feet deep and built with concrete block walls though.
