Green water

It appears that the Oase Bitron 24 has some form of bypass for the UV
section so the flow rate over the uv lamp is restricted.
Data shows 15000 LPH max overall + 3500 LPM max for the UV lamp. (info from Google)
Assume your pump flow rate is suitable for this UV & your filter ?

As for turning the UV off over winter, some do some don't.
Personally I leave mine on all year but up to you.

It may be now that spring is here that your UV will take a few weeks to
catch up with the usual algal bloom that tends to occure now the water
is warming up & fish are active and feeding.

Or perhaps the quartz tube in your UV needs cleaning as they can become
covered in limescale if you have a hard water area or even perhaps
algae is growing on the tube so a clean up may be in order if this
device type can be stripped down. Be carefull, the quartz sleeve is fragile !
