what you need is an advocate to go to the school and explain why Mika needs is space and why he needs routines and written schedules and warnings in advance of schedule changes. Can you ask the lady that was helping you before your services were cut off? Perhaps you could run off some teaching tips off the computer to give them and then add Mikas biggest needs to it. I have a paper on it somewhere. I'll post it when I find it. Do they have email?(the school principal) Request an IEP but also tell her under no circumstances is she to raise her voice to him. Tell her to find him a quiet place to calm down when he is upset and that he needs an assigned seat on the bus that is not to be changed. The "bus monitor" should never be another child but since it is, then she should be let in on his bus needs.
