Yes, states have their own insurance agencies, so it may need to be done on state level, or even as a multi-level campaign, ranging from educating our local insurance companies and presenting them with the appropriate info and stats (with emphasis on them picking up the costs of vaccine-related health injuries - their pockets are their most sensitive spot LOL) all the way up to the state level.
