Good one!!! All thru history governments and populations have never really gave a hoot about people with "psychological problems"... Most people still beleive autism spectrum is just that, a psychological problem. Who really cares about what one person does to a "looney bird"? The looney bird is just expected to live with it.
Gotta remember people in asyleums have been used for generations as gineua pigs! Still are. They get the drug testing, shock treatment testings, vaccine testing... Shall I go on?
Some things don't change. Who cares what happens to another crazy person?
