I think in Windows, if NTVDM is currently asleep and an event happens, the interrupt handler gets scheduled to run as soon as NTVDM resumes. Yes in this case there's no interrupt that would really be helpful, but, if there were, this would pwn any polling routine, which would miss anything that was contained in a sleep period.
