Excel creates Semicolon Separated Variable files?

I have a person I am trying to show how Qbasic can read CSV files created by Excel. My version converts using commas, but the OP's version uses semicolons instead. When he tried to read the data, he got an Overflow message.

I told him that QB uses commas so he converted the file by hand. It worked. Have any of you had a similar problem with Excel? The OP is from Spain I believe.
