Once people know what the censors won't accept then most of the changes become "voluntary". Censorship isn't just about having a magic marker to cover up all the "undesirable parts". It's about keeping people from producing "undesirable parts" in the first place and, hence, limiting the free flow of ideas -- or at least the ideas the censors find unacceptable.
