There are two rev limiters on the 240EFI...

One, mounted on the engine, kicks in at 6600 RPM. The other, likely mounted behind your console, kicks in at 2500 RPM. Since your RPM number isn't near either of those I suspect it's not a rev limiter.

Furthermore, when you hit that RPM limit, is the engine running smoothly and just won't run faster? An RPM limiter will cause VERY, VERY rough operation when it kicks in because it suppresses spark on all six cylinders. The engine really doesn't like that and the effect is very noticeable. You can't possibly miss it. If you haven't noticed rough operation at your max RPM's, it's not a rev limiter.
