Setting solutions

Have you tried Solvaset? Model rail road stuff. It can be a bit harsh but I found it works on decals that brush off other solution and laugh at you about it. I bought my bottle a long long time ago. and it still works, and more importantly it's still available. Walthers lists it on it model rr site. I've added it with water to make some old Micro Scale decals work. Good Luck.
