Wrong. As a wrestling promoter his job is to get fans in the building for the show, and make sure the state is taken care of. No-one has to, or needs to have a "personality" to be a promoter, he could just be an invisible guy in the back taking care of business. In fact, too many promoters feel they have to be part of the show and doing all kinds of goofy shit, when they should really be more concerned about running a company, PROMOTING said company and selling tickets. Leave the personality to the wrestlers, it's what they (should) get paid for.
