No you are right - Seeing a near 50 year old Doe go out there and lumber around the ring is where it's at. I think that kid is going to make it someday.
How do you "earn a spot" if you aren't given at least the ball to TRY to run with? Look at it like this: Could the new guys be better than washed up guys like Doe, Dash, Crusher, etc?
They sure as fuck can't be worse - and they might actually be able to work on a look, gimmick, future in the business, etc.
