Why wont it read my CD rom??

Hi, just got a reconditioned base unit, it has no operating system so am trying to put one on. When I turn on the PC, it asks me to go straight to the 'boot menu' or BIOS settings. I have tried to change the 'boot up' to the CD Rom but it wont recognise it. The CD rom is working but I cant get it to work for the 'boot up'. What am I doing wrong?

Open the case up and check and see if all the cables are connected, one of the cables may be loose and you just need to push it in a bit more, this has happened to me where the cd rom was working but windows did not recognize it.
