perennial underachievers

Now - I don't know a damn thing about footie. But if we were talking about the kind of football you'd play with your hands (The American sort)... I'd say that a team of 'perennial underachievers' is, simply, just not that good. Winners win, losers lose. Sport really isn't much more complicated than that.
