Have you had her neck checked out for injury? Could be something medical going on there. Or even an injury from the past. Dogs remember trama. There are more injuries every year due to using the various collars incorrectly than I care to count.

How well does your dog play with others?

I would probably start with basic pack structure exercises to establish pecking order,"gain there respect first"!
Once they see you as the Alpha, then I would just go with basic obedience training to start with, keeping the sessions short and fun. You can teach a lot without using a collar if its really going to be a problem. I taught Josey to sit, down, and stay without using a leash and without even leaving the house at first. If Josey wanted to go outside and play he had to go to the door and sit, before I would feed him I would put him in a down, stay while I put the food out. The down took me awhile. You could try treats to keep there attention, or a clicker. The sky's the limit, it's up to you how much time and effort you want to put into the dog. Just remember short sessions with lots of praise. I probably wouldn't train more than 10-15 minutes at a time. Even less if you see her getting stressed out or loosing interest.

You could also look into harnesses if the collar is not going to work and you want to continue training.

I'm sure if you ask around, the board could give you several other ideas that could help you. I just scratched the surface.
