Its really too bad you are not able to take your dog for a walk in your OWN neighborhood! Do not hesitate to document your incidences and contact local animal control. Even if the dogs' owners don't care, you can MAKE them care by reporting them. If they still ignore the laws, keep reporting them. Eventually they will have to comply or they will face fines and other penalties.
I believe you shouldn't have to put up with these disrespectful people. Dogs running loose can be dangerous to you as well as your Akita which may try to defend you! As Akita owners we must remember that even though you are being responsible dog owner, people like to pin Akita's as being aggressive and dangerous. If your dog defends itself against these neighborhood dogs, people are likely to blame YOU and not the aggressive Labs who's owners are breaking the law. Just keep that in mind.
