Maru Mechanic 29 or one of its many reprints is by far the best single detail reference for the Ki-21. Luckily for you, HobbyLink Japan has the appropriate volume of one of Kojinsha's composite reprint editions in stock right now. Though that reprint is in a smaller format than the original edition, I expect -- but am not certain -- that it includes all of the information I listed immediately above except the fold-out drawings.

Unfortunately, I don't recall ever seeing any Ki-21 wheewell details.
