If so, the easiest way might be to just set a percentage in you printer's dialog box.

Print the image full size, then measuere the length of the panel. Divide the target measurement (33mm, in your example) by the actual length. Let's assume it prints at 250mm: 33/250=.132. That tells you you'll need the original to be reduced to 13.2% for your 1/32 panel.

When you hit "Print," a dialogue box should come up where you can adjust print settings. you might have to open an "Options" menu, depending on your printer and software. Somewhere you'll see a "Size" box with a default setting of 100%. Type 13 in there and you are good to go.

Most imaging software will allow you to scale as well, but if it is all you need to do, and you aren't familiar with Photoshop, etc., this is the simpliest why to get where you are going.
