Derby County midfielder Craig Burley will make his 46th appearance for Scotland but will be playing for the first time under Vogts after an 18 month absence from international football.
Hearts defender Andy Webster, 21, will make his Scotland debut and will be helped by the presence of club captain Steven Pressley.
Christian Dailly maintains his place in the team despite falling out of the first team picture at West Ham and may be asked to play a midfield role in the absence of skipper Paul Lambert.
Gary Naysmith and Paul Devlin provide options on the flanks, while Don Hutchison continues his Scotland rehabilitation in midfield.

Berti Vogts Scotland coach
Dundee United's Paul Gallacher is given the No.1 shirt with Celtic's Rab Douglas having withdrawn from the squad.
Meanwhile, the Scottish Football Association are so concerned about attracting a poor crowd to Hampden that they will allow fans to buy tickets on the night of the match.
With the national stadium likely to be less than half full, many have questioned the wisdom and location of the fixture, but Vogts believes it is a vital clash.
"For me, it is very important we play at Hampden because it is our home stadium and we have to play Germany there," said Vogts.
"We have to look at the preparation and being on the pitch,"
"I am looking for a win for Scotland against Austria, who have a very young team and are building for the future."
Substitutes: Alexander (Cardiff), Arthur (Partick Thistle), Alexander (Preston), Malcolm (Rangers), Cameron (Wolves), Gemmill (Everton), Ross (Rangers), Smith (Celtic), Crawford (Dunfermline), Miller (Wolves), Thompson (Rangers).
The Scotland Under-21 squad to face Austria Under-21s at Dens Park, Dundee, on Tuesday 29 April : Gordon (Hearts), McGregor (Rangers), Soutar (Dundee), G Caldwell (Newcastle), Crainey (Celtic), Kennedy (Celtic), Canero (Kilmarnock), Duff (Dundee United), Hughes (Rangers), Kerr (Newcastle), Montgomery (Sheffield United), Murray (Hibernian), Noble (West Ham), Pearson (Motherwell), Stewart (Manchester United), Lynch (Preston), McManus (Hibernian), Maloney (Celtic),
to see Craig Burley in the team, I forgot he existed anymore but is still playing for Derby
To me it looks like a vastly changed side and obviously an opportunity for Vogts to try some new things and players, all the more reason not to bet on this game at all unless double chance as Scotland like to not lose at home, think you can get around 1.25 to 1.30 for Scotland not to lose.
Sweden will miss four important players and a few others: Fredrik Ljungberg, Marcus Allbäck, Andreas Andersson and Johan Mjällby. Anyhow, Zlatan will play...
I do not know anything about the Croatian team, but I suppose betting on an away win at odds over 4.00 is very good value.
Just read that Allbäck has recovered from his cold and will probably play tomorrow.

Poland in experimental line-up once again.Without Olisadebe,Dudek. In attack- Wichniarek (Bielefeld) and Niedzielan(Groclin) will play first time together. Both guys scored in their last league matches. There are many unexperianced players in Polish team before this match. As far as I know Belgium will play with almost reserve team so I'm not convinced about their win against Poles. As Poland has solid goalie-Liberda, and decent defence+Poland didn't loose a goal under the new coach Janas- I expect UNDER 2,5.
