Ping & Lag are the factors for GP3 internet play.
I think that when we both upgraded to 8mb lines the ping dropped to 30 - 40ms from about 100ms so that is why it got playable.
We had a good couple of session on Silverstone over the last couple of nights. The odd occasional stutter is expected but it is very playable. We don't notice any difference between a full field and 1 vs 1.
We usually do a qualifying session and full race. After 8 restarts times are very similar to offline ones and it is really good practice too.
Try pinging www.att.ne.jp as that is close enough to the domain me and Michael are on. What results do you get?
