I was hoping someone else may have had the same problem and would recognize it. I was just preparing to do a reinstall when I clicked the GP3.exe icon from a different instance of Win98 and the thing ran perfectly. So, my install is fine. It's got to be one of the files that isn't in the GP3 folder but that GP3 calls for when it runs or the registry. I had recently installed and uninstalled the Leadfoot demo and reinstalled video drivers so the registry is my first line of attack as I'm not even sure what a DLL is much less how to identify a corrupt one.
I just ran "scanreg /fix" and the problem went away by about half. Now it reports PO of 90-140 and drives like PO of 140-170. I musta really messed stuff up.
If I were smart I'd forget trying to fix it to run on this drive and just go practice on the other drive.
