Just my (literal) interpretation of that bit of text, which I used to punch a hole in Andy's argument in an attempt to wind him up a little.<g>
While it's true that, for myself, I don't consider a restart (from saved or otherwise) to be an option if the race-ending incident was not attibutable to outside factors, the rules are as they are and I begrudge no-one using them to their full extend.
