Well some depends on your climate, and if your trying to run the engine in the cold. For me I live in MI but only drive it in warmer temps. So I do Not have the fast idle valve. Normally you do not want to turn the start cycles down to 0, leave it at 32 or maybe higher(if it doesnt start then go higher not lower). You will have to change the start fuel and engine temp fuel values to get it to start and run.
For me I adjust the idle when warm, so that it is ~1000rpms(4cyl). So when I start it its like 850rpms, then when it warms up its 1000rpms. This is just by adjusting the throttle stop screw. I'm no expert at this stuff but so far it works OK with warm temps.

Ok previous person is right leave start cycles at 32 to 40. also use the mixture knob. Plug it in and try starting at 0 then try 10% rich on up it should take an extra amount of fuel in colder weather. I seem to have to rework the values when it is cold to much higher values. look on the SDS racetech site and look for sample setting for start for the engine closest to yours and try plugging those numbers in. I'll give you my start and temp values I have a 2.6 liter with 95lb. injectors and a 60-1.
