It seems to me that there are 'fairly' simple answers to this problem, but there are 'obstacles' that MUST be overcome.
We want BP / BC free hockey, presumably the Council would like the lease back as Bob has been a poor tenant. Presumably, Bob wants the facility to arrange raves, events, etc. so he can make his money. I have no problem with BP wanting and making money, it's just the way that money is made. ALL of that would be acceptable and understandable.
Answers - BP ( ? and BC) offer to return the lease to the council and disband ALL previous companies involved in the rink and its related activities. In return for that BP to set up a brand new (transparent to the council at least) company which would be offerred from the council at a nominal price, the usage of the rink for events and raves, etc. as long as it DOES NOT interfere with the hockey. Insurances, etc. would need to paid and clearly coverred in 'advance' of any BP related event. Any damages, etc. occurring as a result of any of those events, be repaired immediately with appropriate compensation due to any non BP organisers affected. There are many other elements that need fine tuning, but some parties - BP, the Council and even us FOD's need to eat some humble pie if we are to get what we all want.
We get BP out of controlling the rink, especially out of hockey. BP gets his 'events' and the revenue from that.
The council gets rid of a 'bad' tenant.
Now is NOT the time for stubbornness or deceipt. We will NEVER trust BP, so the ONLY option is for him to go.
