because they are not in the dorm rooms (where applicable) of the players, in the locker rooms, in the coaches offices, in the AD offices, on a first name basis with the support staff, etc...
...but, hey!, maybe you're right and the guys I was talking to just were embarrassed that they didn't have a compliance story to share so they made one up.
