This from the rules....the second flag can be from a PREVIOUS Grand Tour or any OTHER Rally/Grand Tour

The additional flag can be from a previous Grand Tour or any other Rally/Grand Tour.

So it appears the second flag can be from a PREVIOUS Grand Tour or any OTHER Rally/Grand Tour.

I'll also accept the second flag being something home made.
