Question for Sleddog

I think this was asked before, but can't remember the answer.

In the middle of downtown, there is a sign on a business building with the business name, and "WELCOME TO the town name."

Does that count?

It is pretty obvious that it is a brick sidewall of the business and not at the edge of town.
