Hi
Would it be legal to chop down a S&W m19 to 2'5" barrel for "off duty" category use?

Cut Down Off duty

I emailed the NRA's Law Enforcement Division -patty Zollman for a ruling on that last year. The referee's said yes that as long as it wasn't longer than the stated rule of 2 3/4 inch and has a factory type sight it is legal. If you are going to cut it down your advantage would be to cut it to the fully allowed 2 & 3/4 inch. Have Post front sights put on also. You should always double check with the referee's at NRA before doing so. Email Patty Zollman at pzollman@nrahq.org

Just curious, Jostein. An "off duty" weapon with the barrel length you describe isn't much good in a gunfight outside of a telephone booth. Wondering if you've considered finding yourself an "off duty" arm better suited to your intended use rather than cutting down a factory firearm. That's what I'd recommend.
