Question about Cycle backs

I recently acquired a T206 Overall with a Cycle back, the card is a 350/460 card. I was not exactly sure if it was a 460 back but it appeared to be. I posed the question to a few people and it was brought to my attention that it appeared that the card does not come on the 350 back.

Why is this? Is this the same for all 35/460s?
