A Street Fighter RPG would inherently be combat based. Storyteller is only slightly more combat friendly than, say, Amber or Gurps.

The only way you could play a Street Fighter RPG in anything resembling an efficient manner would be by either creating an engine from the ground up with combat in mind, or by utilising a pre-existing system that had a similar design philosophy.
