Professional educator,
Your thoughts may have some merits however, the "outcomes" you expect to miraculously fall from the heavens have not been seen since the OBE system was implemented.

Bulk of the same teachers who taught many of us understand their subjects pretty well.

To get a decent outcome, you expect "INCOMES" into the education system in terms of teaching materials, internet/library resources, a strongly motived teaching staff amongst others.

In the absence of these things, the OBE was a sure failed thing if before it was first implemented.

Maybe some of still tend to think that everyone can be fooled by ulterior motives all the time.
