Have you ever explore how Australian Administrators governed the Territory of Papua before Independent in 1975? Papua was under the colonial of Australina Administrators. It ran beautifuly, the infrustractured was well structered, policy and practices guidelines were all followed. I remembered growing up seening patrol officers shelttering at my parents bush material house at least it was liveable. Villages were cleaned every Tuesdays that was the government day for everyone to keep that day for that purpose only. Clean the road and cemetries etc. Village councils kept the law and order in places, there were no fights and no troubles.
Agriculture officers would visit every week visiting villages to educate them about their garderns, and how to grow their cocoas. It was the best!. My old father seen and witnessed the development in Mekeo and Papuans as a whole. People grew mekeo rice and coconuts to make copra able to produce with their own hands.
My old father never forget the Australian Administrators they brought changes into his primitive life and beliefs and kept the good beliefs. He was the patrol officer himself.
Rural and Remote towns were well governed and well looked after. The main administrators were based in Port Moresby Konedobu and branched their adminstrators in the rural towns to make sure the servies were delivered to people.
I remembered being in bording schools, primary, high school and onwards to Tertiary college because of the cocoa he sold to cover my school fees. Now my brothers and nephews can not have that opportunity what I had cause after independent country had gone down the drain.
The word Independent driven away Australian Administrators and expertise because of the fear of localisation of their positions and didn't train nationals well enough to take on responsible roles and how to make inform decissions about protocols, infrastructure etc, etc.
This is the problem of today PNG politics and PNgs facing today.
