Landowners must own all resources

You say that landowners can negotiate with those foreigners who want to make money off their land.

Negotiation is only fair if both parties have the freedom to say NO to an agreement.

Right now the landowners have no freedom to say NO to foreigners who want to develop resources they find more than 2 metres underground.

Until there is a constitutional change that gives ownerships of those underground resources to the landowners, the negotiation table is not round. The landowners do not have equal power to the resource developers.
