Response to Why We Fail
You should read Jared Daimond's book Guns Germs and Steel where he examines this very question: Why did PNG drop behind the rest of the world when it was the first society to use irrigation? The answers are amazing and not all due to attitude or culture but really due to absence of natural resources and topographical challenges.
