I would still think its us the ordinary PNGeans who also contribute to our leaders behaving in certain ways. Let me put it this way. Policies and ideas on how to develop our country and move forward are always around. We just don't follow them and make them happen. Politicians are scared of doing the right thing coz it may make them become unpopular. A minister who tries to do things in ways he believes is the best way forward is scared because his portfolio might be removed from him by the PM. MPs are scared of turning away their voters when their voters put forward their requests for favours.If that favour falls outside the normal systems of arquring contracts, the MP will still make it happen because he owes it to them..if he points out that its not the correct way of doing business, he most likely will lose the next election. We sometimes force our leaders to be corrupt. They then force corruption at their level because they have to get the goods and pass it down to the people down there.
Leaders work hard to become rich because they are looking after so many peoples interest. If they do that their chances of returning in the next election is slim.
