Unfortunately, NGOs and LLGs, especially in PNG, have proven to be just as keen at money misuse as the higher ups. It may be petty theft but the result is still nothing on the ground. That's where government decentralisation has massively failed. Even at the local level, few people, though they know their leaders and community workers, are angry or brave enough to challenge them to behave themselves.
