Anthony, the KSI Convention does not demonstrate that the probems in Enga and Southern Highlands would not be repeated. What has just happened in Southern Highlands and Enga is frightening, where men armed with sophisticated weapons simply overpowered the police. Gun smuggling thrives in the Highlands region. All that is required is a catalyst for a civil unrust to erupt that would probably be worse than the Bougainville problem. With no end in sight to gun smuggling PNG appears to be heading for a civil war in the Highlands region. This is not the type of development that other Provinces and regions would like to be part of.
