Brava V reg rear brake fault

Hello all, Right, rear brakes on V' reg brava. MOT fail. Brake on O/S binding and low effort recorded. Cylinders free. Brake shoes low on friction material. New shoes fitted. When drums fitted and bolts tightened the drum locks on. Loosen bolts 1 turn and drum turns freely. Adjusters off fully and cable loosened off. Still locks. Change shoes for another brand.... same things happen. New drums fitted... no change. Swap hubs(bearing hub assembly) with spacer washers and still no change. Everything free, rust cleaned from back plates and still no change. Drums fit easily but only lock when fitting bolts to secure. (tried) without bolts and just wheel studs the brake still locks. The N/S does not lock at all. Anyone got any suggestions?. This only happens on the O/S. replies appreciated.

are the shoe hold-down springs fitted ok?

Check that you have fitted the vessel (distance fork; self adjusting part) the right way.
