people should respect the right of others and untill topfreedom is the norm we have to respect the prudish views of other people. as one park ranger put it its not wrong to be topfree or nude in the national park but if someone complains it is easyer for us the nudist or topfee people to put something on untill the other person is out of sight than to have a hasselover it
