I think he was talking about the nude-vs-suited comparison. A nude big-breasted swimmer would not be any more bouyant than she would be if wearing a modern competitive swimsuit.

In fact, modern competitive swimsuits actually improve hydrodynamics compared to swimming nude. If the competitions were swum in the nude, it would slow down the competitors. One might argue that this is precisely why they ought to be run in the nude -- a nude race would be a measure purely of the quality of the swimmer, while a non-nude race is influenced by both the quality of the swimmer and the quality of the suit.

When it comes to big-breasted women, I think that elijah is probably right; the suit probably makes more of a difference for them than it does for small-breasted women.
