Perhaps the folks at fortune city are unaware that some people post nude photographs on their website, if fortune city is some sort of webhosting business.
In the US, ISP's are required to act if they get a complaint, and they can't be held accountable for what they don't know about. Once they are made aware of a problem (violation), they have to act.
