The sad thing is, that we have ways of curtailing such behavior and we refuse to use it.
When I was in the Army, the simple act of licking my lips could initiate a sexual harassment complaint so you can imagine what an actual comment would bring on.
The rules are the same out here in the civilian world. If you are offended by the looks and comments, tell them! Ask them to look at your face when talking, remind them that the comments are harassing and that you won't tolerate it. Let them know the have been warned.
The law is on your side.
