Yeah they might be jealous that being employees they are required by law in many places to wear a uniform and feel if they make patrons wear clothing then its more fair because theyd think its unfair that the patron can go topfree but they cannot, of course that is an unjust reason to force people to wear tops because the employees have to wear them because they are handling food and working in situations where it would be dangerous to be topfree, whereas its completely safe for the customer to be topfree.
