Not really.
This has been my observation of the "upper echelon", so really the off spring of the wealthy cost society as much. The unfortunate aspect on the side of the wealthier is that they will tend to get away with their antisocial behavior due to the ability to hire better legal representation, and therefore never learn from mistakes.
Both classes create burdens.
