From what I have found out, the AoM was set at 21 in most places after the mid-1800's and is now 18 in most of NA and EU. In a couple of places the AoM is 16 and Canada is flirting with this as well. What you are refering to is the Child Labour Laws which, coincidently, also came into play in the mid-1800's in UK and spread about from there.
