I think there was a US Supreme Court ruling that held that having requirements based on sex was discriminatory, so that is why agencies went to tests that measure the candidate's ability to perform a certain job function. When many women candidates had trouble performing those tasks, some of the agencies developed classes for women to prepare them to pass the tests. So they did not get a break on the tests themselves, but they were helped so they could pass the tests.
