Peter was in the military for twelve years before his injury and separation. We were around long enough to know about the chain of command and how you don't do anything without permission. But the permission to move into action does come, and at different times for different situations. Like I had said in an earlier post...if this storm had hit at Martha's Vineyard, white and rich, there wouldn't have been a four day delay in aide opperations.
As to the debris in the road problem, Peter drove all over Bosnia everyday in a Humvee on roads that were nothing but a mess of debris and land mines. They always got there.
And there wouldn't have been a worry about possible food riots had the people not been made to wait and become so hungry that they would riot.
