Any government official can "request" it- it's up to the governor to provide them unless the president has declare the area a disaster area- in which case the guard is nationalized and comes under control of the president. As I understand it, a few Louisiana NG were sent in, but there were not enough because of the hurricane and assignments to Iraq so NG from other states were needed. The president has to do this.
