The October 2004 issue of Scientific American has an article on controlling hurricanes. The general conclusion is that it would take a very large abount of cooling or heating, and it would have to be maintained for weeks. One potential alternative is to spread a very large, biodegradable oil slick in front of it, to prevent evaporation, but that hasn't been studied much yet. Weather simulations take everything that the largest computers in the world have, and then some, so it takes a while to test these ideas in simulation.
